    Two people one charge.

    I'm in PA. What I want to ask is if the police find a clip of a joint can they charge two people with it. It wasn't even enough for them to call it possession of marijuana they gave two people possession of paraphenalia. Can they do that?

    Yes, multiple people can be in possession of the same item. Happens all the time.
