What is the name of your state? New Hampshire

Here is a quick scenario

Two college students are having their dorms searched by police

In a lockbox they find under 7 grams of marijuana and around 250 dollars. In a desk across the room they find a scale.

Would this undeniably consititute a charge of intent to distribute or could it be argued that it is only possession.

No. The quanitity, packaging materials, money, and the presence of the scale lend weight to the argument of distribution, but they do not provide undeniable proof ... you can deny anything you want.

Since it was found in a dorm, expect to be booted from at least the dorm, and possibly the college.

Was the 7 grams packaged separately?

Note that distribution doesn't necessarily involve resale. If this was a part of a group buy it's still intent to distribute by whoever gets caught with posession.
