He may be able to get an expungement (sealing of the records) of the charge by making a written request to the court in Oregon. I am assuming he has had no charges against him since then.

Expunging a court record will have no effect on Motor Vehicles.

The only recourse is to contact Motor Veh in Oregon and tell them the situation and ask what they require to restore his driving privilege.

Try to dig up any proof you may have that the matter was resolved at the time. Did he renew his license in Oregon at any time after the incident ?
Maybe this is an error that Oregon will, voluntarily, clear up.

thanks for your ideas, he has never had an oregon license, this all happened while he was in the military and had a current ohio drivers license which has since been renewed and never had a problem. this has just all of a sudden mysteriously appeared after all this time

He still has to clear up the problem in Oregon.
They are the agency whose reporting is causing a suspension of his driving privilege.
Even if he didn't have an Oregon license, his driving privilege was suspended by them, & other states will honor that suspension of his driving privilege.

Try calling Oregon Motor Vehicles, or writing them. Possibly you will locate someone sympathetic.
