What is the name of your state (only U.S. law)? Nebraska

I cannot afford an attorney so I am going to ask to be appointed a public defender at my arraignment hearing. Do I still need to plead on that day, or can I wait until I get a public defender? Also, what exactly is a "No Contest" plea? And is that plea ever used in a DUI charge?
