CA Resident DUI in Idaho

I am a California resident, and was 6.5 years ago when I got a DUI in Idaho. I took care of it, but Idaho just got around to telling California about it, so they have suspended my license and said I have to attend a 12 week course to get my license back. I can get a provisional one, but I'm wondering if there is anything I can do about it. It seems kind of strange that California can punish me for something that happened outside the state.
