Can she be arrested later

My sister in law was involved in a single car accident 2 nights ago. When I went to pick her up in the hospital, she tells me that her BAL was way over the legal limit. The nurse confirmed this (I didn't think to ask what it was at the time).

The part I don't understand is, we have no police report, no details of the accident and my SIL's lisensce was in her purse. She hasn't had any contact with the police since the accident. And even then, she was unconscious when they found her so she didn't really have any contact with them at all.

Does this mean that there will not be charges against her? Why would we not have a copy of the police report?

It has now been almost 2 weeks and still no word. We did get a copy of her medical records that states FHP remained with her, read her her rights, she signed that he could take her blood work to show BAL, and then he left once the blood work came back.

Would he have left if her blood level was over legal limit?
