Drivers License Reinstatement

What is the name of your state? Illinois

My husband had 3 dui's back when he was in his 20's. He is 45 now and wants to try to get his drivers license reinstated. He will be going thru all the steps ie evaluations, etc... that are necessary to get his license back. I have a couple of questions regarding this: 1. Is it necessary for him to get a lawyer for this? 2. He has quite a bit of child support in arrears and is now paying off the child support thru a court order. He is complying with the order, however, I read on the Sec of State website, that a person's drivers license may be suspended if they owe child support. Will the fact that he owes child support keep him from getting his license back? Or if he does get it back can it be suspended again until he pays off the whole child support amount? Your answers are greatly appreciated. btw - the child is now 18 and he is only paying towards arrears now thru court order.
