Driving with out license

South Dakota.
Walmart has footage of a person driving in and out of a the parking lot with our a license.
The SD Highway patrol was contacted and the letter is below. After this was done she started driving her father's pickup instead of her vehicle since the highway patrol was not watching for her father's vehicle. Is her father knowing she has no drivers license aiding and abetting a facilitation of a crime? She is on probation for second driving under the influence. Would she have to file a SR 22 for high risk insurance as she is driving 2 vehicles? After all she has 7 social security numbers which they do nothing about.

Our troopers make many arrests for driving under revocation each year.
Unfortunately some people seem to slip though the cracks. Others are
arrested several times, but yet they continue to drive. I will forward
this information to the Sioux Falls District so the troopers in the
Yankton area are aware of Ms. Lyngstad's illegal activity.

Thank you for taking the time to give us this information.
