What is the name of your state (only U.S. law)? alabama ,,,,,,,I was arrested in 1999 when the look back period was five years in the state of alabama .In 2000 when i was tried they tried me under the new look back rule in which they looked back for the life time of the offender.In 2004 i was arrested agian and because the previous conviction was a felony was tried as a felon again and and subsequently found guilty.I s there anything that can be done to overturn these convictions . My drivers liscense have been revoked until 2017 and i am having a hard time getting my commercial pilots liscense back because of these convictions

What makes you think the convictions are capable of being overturned? Just because the lookback was changed means nothing.

Let me break it to you easily. You're in a world of hurt FAA wise. If you didn't notify the FAA as required of all of those convictions, you're certificates are toast. In addition it's unlikely you'll ever get even a third class medical any time soon. The FAA will require:

Two years of complete abstinence.
Complete and favorable PPP (psych testing results).
Completion of an inpatient or intensive outpatient treatment program with
a documented commitment to abstinence.
12 month aftercare of individual and group counseling for another 12 months
continual monitoring by a physician specialised in abuse disorders.
additional montioring and alcohol testing as the FAA sees fit.

All that kicks in on your second DUI ****EVER***** The FAA doesn't have to listen to any state lookbacks or conviction modification.

As you may imagine, most of us flying public would rather not have a pilot with a drinking and driving problem.... repeatedly.
