DUI, arbitration

What is the name of your state? Hawaii.

I was arrested in Hawaii in 1993 for DUI I refused to take the breath test the police set my bail at $150. I left the state the next day I plead guilty by letter the same year paid $100 for a fine the next year, now they want me to go to traffic school and pay $20 for reinstatement fee. Whats wrong with this picture. The state of Hawaii changed the DUI statute to include administrative revocation until defendant goes to traffic school. The law
was changed in 1996. Any Hawaii lawyers out there that would like to make some money for suing the state of Hawaii and having an out of court settlement so this arbitrated injustice won't hit the news.
