DUI / Wreckless driving

What is the name of your state? California

i was arrested in april 2005 on two charges

1. driving with a BAC of .05 or higher under the age of 21
2.wreckless driving

i went to 4 court hearing all through july to the end of october hoping that my PD could get me a better deal than what they were offering. with no luck i accepted their offer which was 1 year suspended license, $120 fine, and two years court probation. After my last hearing i recieved a letter from the DMV saying that before they can re-enstate my license i have to get SR-22 and complete a DUI class. so i called the DMV and asked them if i can get my license back after i complete what they are requiring me to do. the person said no, once you complete everything you then have to wait till october 2006 before you can apply for your license again.

now my question is....

why is it i have to wait till october 2006 when my license was taken from me back in april 2005. that would make it 18 month suspension not 1 year. what can i do to change this?

also i would like to know what are my chances of getting a restricted license. im 18 years old i go to college and work part time.
