I thought charges were dropped

What is the name of your state? Ca. Until late July I was living In Ca, then moved to Oregon. In early Aug I had returned to Ca to pick up some more of my things. On the way home (Aug 8th)I was involved in a mva. I was driving. The accident was caused by my passenger who had some type of phycosis and thought I was out to kill him. He grabbed the wheel and tried to flip the car. The police came and arrested both of us. The charges were DUI, possession of a controlled substance and possession of paraphanailia. On Aug 10th I was released, for insufficent evidence. I suspected I tested clean, Aug 6th was the last day I used. (meth) The meth and pipe found in my car were not mine....I know you hear this all the time, but in this case it's true. I also suspected it was determined that the possession charges were put on my passenger since they in fact were his. Now today in the mail, I received a letter from San Joaquin county that I was being charged for the above mentioned. I really don't know what to do. I'm suppose to appear in court on the 21st, for the 1st of my appearances and they will give me a copy of the charges then. Do I try to get a lawyer in Ca even though I live in Or? Is this first appearance an arraingment? Please help me with advise. I really don't know what to do from this point. thanks for your fast reply. SP
