It isn't a crime to lose your ID and apply for a new one.

Ah! Well, to answer your question, you CAN be arrested at the DMV by the police. But, the real question is WILL you be arrested? That one, we cannot say. DOJ may have flagged your name in the DMV system ... or, they may not have. If your name has been flagged they may notify the police. In my experience such a flag is rare for misdemeanors, but, it is possible.
