jail time for multiple dwi's?

What is the name of your state? Missouri

My husband's ex has had 4 DWI's within 5 years, two within 2 years, and goes to court next month for DWI persistent offender and Vehicle injury. These two are felonies with 10 years prison each. What normally comes out of these cases? She will end up hurting someone else again, as she is still driving in Florida. Is jail time mandatory with charges of this type?
