Moved out of State

What is the name of your state? Washington

My friend received a DUI in WA 3 years ago. He went for his first Suspension hearing and his Licence was Suspended and received a WA ID in mail. He never heard from anyone again for a second court hearing(not sure if mail got lost)
But before anything was resolved he moved to NY.
Now he wants to get his NY State id-Will this be a problem?(Will alarms go off in the NY DMV?)
Eventually he would want to get a NY Driver's licence-Does his WA record have to be cleared? Is it connected?

He cannot afford a lawyer right now. Please advice.

He can probably get a non-driver ID.

He will NOT get a NY license without clearing the suspension in WA. You have to have a valid, unrestricted (i.e., no hardship/occupational) license.

Hopefully there aren't any warrants for him back in WA.

So if there is a warrant can he still get a non-driver ID without bells going off?
For him to clear his licence does he have to go back to WA?
How can you find out if there are any warrants out?

If he has a warrant, he's prone to getting arrested. Out of state warrants have a pesky habit of causing problems as the police hold you and wait to see if the remote state wants you. If they don't think it's worth their money to come retrieve you, then you get released and the process starts again.

Depending on what the nature of the warrant is he may be able to resolve it without going back to the state or they may demand his presence. He needs a lawyer in Washington State.
The DMV thing usually can be resolved remotely (but unlikely that will happened if the criminal DUI is still pending).

What is the Statue of limintation if there was a warrant issued?
What is the Statue of limintation for him to get his 2nd court date?(He went for his suspension hearing but never heard from the court again)
