north carolina: 2nd dui/license

2nd dui in 7yrs, in north carolina-license suspended for 1yr after which can get license by installing the "blow-and-go" system in my car for 1 additional year. Does that 2nd part of the sentence apply to other states as well? or could i avoid the "blow-and-go" rental if i was in another state, say south carolina? thanks.

i understand the penalty in my county, in nc but am moving to sc and am just trying to figure out if i still fall under the nc guidelines as far as getting a sc license. i know the yr suspension goes across the board but not about the additional restriction. anybody?
