Question about DUI's for a HS report

What is the name of your state? IN

Ok my question is this. Typically does a Minor (under the age of 18) receive a less severe punishment then someone say the age of 20 (both under legal drinking age) for a DUI?

I'm doing a persuassive essay on what exactly makes 21 the magical drinking age. So any other information is welcome as well.

21 is the first whole number where the 2 comes before the 1.

Hate to break it to you but the drinking age wasn't burned onto stone tablets and left for Moses. There's nothing magical about it. In NY the drinking age has chaged from 21 to 18 more than once. It's just the good ol' legal system.
