Secretary of State screwed up my licenses

What is the name of your state (only U.S. law)? Michigan

I got an OWI in 2006. I received paperwork from Michigan Secretary of State stating in order to get my license back I would need to pay Driver Responsability fees. I paid them and in August 2009 I went and got my license and was informed that the county where I was arrested forgot to revoke my license and send SOS the paperwork. My license is now revoked and I was told by SOS that there is nothing that can be done. I have not driven for over three years, as I thoguht my license was reovked. What has happened is not right....that they can start the process over becuase they made a mistake and now I have to do double time for it. I cannot appeal until 9/18/10. What options do I have now? How can there be no way for me to appeal this, or for the courts and SOS to fix this?
