So there are 5 states that have no tattle tale law, National Driver Registry, who are they?

I here Tennasee, Georgia, Mass, Michigan and PA. is that right?

According to the National Highway Traffic Safety Administration, all 50 states and the District of Columbia use the NDR.

I think you are confusing the Interstate Drivers Compact (which does omit Michigan, Wisconsin, Georgia, Tennessee and Massachusetts) with the NDR (which is all 50 state and DC as CLT says).
