statue of limitations in pa

What is the name of your state? pa, my friend got pulled over for dui in july 1998. He has never recieved any paper work on when to go in front of the local j.p. He refused to take any of the field tests and the urine ,blood test. I'm wondering how long it should take for them to have sent out any paperwork. He has no warrents against him. But his license is suspended. What should he do?
