stolen idenity situation HELP


What is the name of your state? Iowa

I have a stolen idenity problem... There is an account at a utility office in my town that will NOT remove the account from my name. I have given all documents necessary and they have personally spoken to the Cheif of Police that has been handeling the case. They will not budge..what should I do.
Also a lady that works there has harassed me and blamed everyone in my family who has passed away

B) Is the utility account attached to your address?
