Suspended In Missouri, DUI in Illinois

The question is, if one has a suspended (driver's license) in Missouri due to a DUI from Illinois (Lake County), how can the license be reinstated or a hardship license granted? DUI's in Missouri are handled differently then Illinois and therefore this has been the most confusing part. The DUI conviction was from when the person was living in Illinois but then moved to Missouri afterward. Obviously, the person has not satisfied the court’s expectations in Illinois and received a notice of suspension from the DMV in Missouri. What exactly can this person do if they have waited the 30 day period required before getting a hardship license? Missouri isn't going to give him the time of day on his license until he gets his issues with Illinois straightened out. He'll need the clearance letter from the other state and an SR-22 (insurance liability proof) and apply (along with $20) to the Missouri driver license bureau in the capital.
