Under 21 Restricted License

What is the name of your state (only U.S. law)? CA

My license will be suspended soon, and is it possible to apply for a Restricted License? (Given that I am under 21.)
I am aware that it is called a Critical Need Restriction for under 21.
Does anyone know the procedures and requirements into getting such restriction?

You do know that it will take at least 30 days to get a restricted license and that only if you can demonstrate there's no other way to commute.

And why do you NEED a license so badly that other methods of transportation will not work for you?
