VA suspension/moved to SC


My friend lived in Virginia and lost his license for 3 years after his second DUI in 10 years. He then moved to South Carolina. He has completed all the alcohol/drug classes in SC that VA requires (and approved in advance), paid all fines to VA, etc. If he lived in VA, he would be able to get a restricted drivers license to go to work. But SC says that will not give a restricted license or any license until the original suspension is up in VA. Are there any ways around this or other alternatives?

For most States, you have to satisfy the requirements of the State where the offense was committed before another State will allow you to re-establish full driving priviledges. However, I though if you qualified for a restricted license on one State, you could get a restricted license in another as long as you meet that States prequalifications. Perhaps this isn't the case anymore.
