If the off campus activity involved shooting and killing one of her teachers, I suspect the dean is fully justified in suspending her.

If the off campus activity involved going to church on Sunday, I suspect the dean cannot suspend her.

My guess is the off campus activity is neither of these, so I can't tell if the dean is justified in suspending her.
