Fee Increase

Hello, i live in southern california and am a student at a community college. I heard they were raising the prices per unit to 26$ from 20$. Well i registered before the increase and paid the 20$ per unit for this semester, fall of 2009. Well a few days ago they raised the prices and they are saying i have to pay that additional 6$ per unit for the 14 units im taking. My question is, is this legal? I mean for me to pay all of my fees before the increase and then force me to pay for the fee increase. I remember there being a law or something that stated along the lines that if you do something before it was illegal and then it becomes illegal, you cannot be charged with that crime. Does this also apply to purchas something then having that product being raised in price and you having to pay the difference? Also on the site i registered on didnt state that the prices are subject to change. Thanks.

They will do what they do to anyone trying to attend classes who doesn't pay.

Even if you were right (Which you are not for many reasons.), what result? They are not going to let you attend classes and will not give you credit if you do. Are you going to sue them someday? TALKING to an attorney on something like this will cost more than the increase in fees. Pay the money and get a slightly-less governmental benefit.
