harassment of the poor

What is the name of your state (only U.S. law)? New Jersey

Is it appropiate for a state university to ask for the student to pay sixty(60)
dollars to the IRS, for proof the student earned the amount of income, and
has no other income to pay taxes on? I signed an affidavit to the financial
aid office at the school, declaring what my assets are. I have nothing in
my past to say I am undependable or untruthful.
