What is the name of your state? Texas

I attended a private school which receives state funding that had strict physical fitness requirements as well as a punishment system which required there be no punishments left un-served before graduation. What is the legal state of such standards. Can a school withhold a diploma if an individual fails to meet physical fitness standards or fails to complete punishments?

You should be a little more specific.

Is it a high school?
What kind of punishment?

If you can't pass gym class and it is a mandatory class then yes.

If the punishment is valid like not paying for a late due on a book from the library then yes.

This is a university. Detention is basically the same thing. Physical fitness standards aren't part of class but required along with other standards such as personal appearence.
