What is the name of your state (only U.S. law)? Phoenix AZ

I received a summary of my student loans from Dept of Education (DOE) with my first payment due in October. However, the total of the loan shows a number that is about
$9K over the amount that I have received to cover tuition and expenses. The college financial aid office administered all loans and disbursement of funds and states that the $9K amount was returned to the DOE but the ledger does not show that. When I contacted the DOE they stated that the account is correct and the $9K was not returned to them. The college financial aid is claiming that it was. Someone is not owning up to it and I am at a roadblock. I always "check the checker" and the paper trail that the college supplied me does not show where the missing funds are.

What are my rights because I am currently paying interest for an unknown $9K?
