withholding transcripts that have been paid for

I live and went to school in Georgia. I have a hold on my transcripts because of demerits from a civilian cadet program at my college. The classes have been paid for and I've withdrew my participation in the Cadet program. They are telling me I must ether work at their campus or at the salvation army for 68 hours before they will let them go. I have signed nothing giving them permission to do this.

I was wondering what legal authority they have to withhold my transcripts?

68 hrs of volunteer work should be easy for you...you'll wrap that up before you get any resolution through the courts (if you even have any recourse through the courts)
