Elder Abuse?

What is the name of your state (only U.S. law)? California

Hello, I have a question about possible elder abuse. I live in house with my grandparents. The plumbing is problematic along with the electricity, leaking roof, and a termite infestation. My grandfather has money to fix all of the problems, but refuses to do so. My grandmother does not need to live in these conditions.

Is it possible that when reporting, the house can be inspected and then condemned?
Who do I contact? National Center on Elder Abuse (NCEA)?
What are the usual procedures in a problem like this?

Thanks.
