What is the name of your state (only U.S. law)? California

My mother is on the verge of being mentally ill, she thinks she is fine. But does not pay her bills or taxes. She could loose everything she owns. When i ask her to goto see a lawyer with me about getting POA she goes with me, but acts totally normal.

But once we get back home she goes back in the same phase. She is not fit to handle her fiances or legal responsibilities anymore. What do i have to do to forcefully get Power Of Attorney,conservatorship or guardianship?
