help with sister-in-law

What is the name of your state? Il.
My 46 yr old sister in law is in need of mental help. She has lost her home, lost her car, can't get a job (she is educated), this is because of mental issues. no one wants or trust her in there home. She has 2 adult children who have alot on their plates and don't want to help her, so anyways. We need to get her in to the hosp for help but she won't go. She is staying at friends of the family(very sweet people) and time is up on that. Can we get a power of atty on her? or how do we get her help. She has been hosp before. She is bi-polor and sczo(sp?) Won't take the meds. If you speak to her you know that there is a problem. Any ideas will be helpfull

Do you know if your SIL has been declared disabled by a physician and/or psychiatrist?
