My brother was part of a cult in Florida for 30+ years and has not spoken to me or my other brother all of this time. He handles my 82 y/o mother's finances. Although my mother swears that we three children will share equally in her remaining assets, I fear that my brother is a joint tenant on her financial accounts and has sole right of survivorship. If so, legally he does not have to distribute any of her assets to me or the other brother. Since this cult brother has had nothing to do with me or my other brother for 30+ years, there's a good chance my other brother and I won't see any of the money.

How can I find out if my brother has sole right of survivorship?

You must see any documents relating to any property owned by your mother.
