What is the name of your state (only U.S. law)? California

Mother has dementia and has changed her POA twice. The most recent POA was given to person handling her finances We have reason to believe this person is not trustworthy and does not have her best interest at heart. She claims that mother's doctor has said that mom does not have dementia but it is amply evident that she does. What is our best course of action?
