My friend's husband had a massive heart attack one week ago. He paid all the bills and the bank account is in his name. She found out today, that she can not access the bank account nor pay the bills. There is no POA. There is no will. The doctors say he is not capable of making decisions, nor can he even sign his own name. What should she do?What is the name of your state?

She needs to get a conservatorship over him. Sorry, but it's the only way since the proper steps were not taken beforehand. She will need an attorney.
