POA Agent Power to Revoke

What is the name of your state (only U.S. law)? Washington

Hello, Does the attorney-in-fact/agent of a NEW POA, have the authority to write a written statement to the attorney-in-fact/agent of an OLD POA informing them that the OLD POA has been revoked/recinded?

The "principle" just had a stroke and is not able to either send the new POA or execute a written revocation.

The OLD attorney-in-fact/agent seems to want to contest the NEW POA.
