What is the name of your state (only U.S. law)? NY
Are both signatures necessary on a Power of Attorney bearing the names of two adult children, or can either agent act individually?

What does the language on that POA document indicate? When are the POA's individually enabled, and how are they to act? You have to read the POA to answer your question.

A number of POA's are written, so that Jane is the POA unless she declines or is unavailable to be the POA, and then it is Jim who is the subsequent POA.
