Spend down before Medicaid application


What is the name of your state (only U.S. law)? PA
I have health care POA and limited financial POA (banking) for a single friend who is in a nursing home indefinitely and is 83 yrs. old. She now has $23,000 in checking after obtaining a "Funeral CD" for her. She will pay the nursing home $6,300 per month, and she makes $1,849 per mo. retirement. I was told to apply for Medicaid for her when her checking account reaches $9,000. I can give $500 per month as a gift to others, but aside from the medical bills (minor except for nursing home), she has no other expenses. To get her down to $8,000-$9,000 when I apply for Medicaid is going to take a small miracle of planning. I figure I will need to buy her almost $2,000 worth of legitimate items that I have receipts for. Will Medicaid check every item I buy? Can she give Christmas gifts? How can she spend her cash? Please advise.

I have never understood this abhorance with paying for nursing home care out of one's own assets and expecting taxpayer-funded welfare to pick up the tab.
