abandonment?

My ex and I live in Nevada. She has primary custody. She left and went to Florida, for a job, to pick up a computer and come back to Nevada. She left the children with a neighbor. I was contacted 4 days after she left, and I now have them. They came to me with head lice, and my youngest has severe asthma and had only one inhaler, she requires several medications. She has been gone for 3 weeks, has no return ticket to come back. They have missed 4 days of school so far because she keeps promising to come but doesn't. I pay child support through garnishment. Is this considered abandonment? Should I turn her in to the District Attorney? Any advice would be extremely helpful! Thanks.
