My husband and I are adopting an infant from Kazahkstan. We live in Louisiana and have found a social worker to do our home study; however, she is not affilliated with an adoption agency. She has her own counseling service. Someone told me that it is not legal for a social worker to do an international home study in Louisiana unless they are affilliated with an agency. Is this true?
