Adoption;relinquishing parental rights

I'm wondering what the laws are in Oregon regarding adoption. I was divorced three years ago and lost contact with my wife. I've been trying to locate her and my son for over two years now. Just recently I have located my ex-wife and son after extensive searching and continual deadends. I've been without a job most of the three years since we've been divorce so I am not current on my child support, although I've paid when I've been employed. Currently I am unemployed and trying to find a job. My ex-wife has threatened that her new husband is going to adopt my son. She says that according to Oregon family law this is legal for him to adopt my son without my consent if I am not current on my child support. Is this true? Also, when we were divorced I had joint custody but yet was never able to find them.
