California Adoption

A couple not related has custody of my neice.
She has been with them for 3 years and is 4 years old. Paternal grandmother fought for custody for two years and lost because she was too old, even though she has siblings. Now they have filed for adoption through State Adoption service, I am filing petition to adopt also. Do the laws in California specify to adopt to family first? I am a federal employee, no criminal history, raised two children and have a 13 and 9 year old at home plus my husband of fifteen years. What are my chances??
