child support, fed. income tax taken when you do not owe back pay

What can you do when your income tax is taken away and you do not owe back pay, and they send you corespondance and state that it was a mistake, back in april of 2000, and they tell you that you will get your money in feb. of 2001? Why is it when the gov. take your money they can take forever to pay you back, but when you owe they snatch it up, and they do not even give you any interest on the money? R.S. From Illinois
