his ex receives child support, but kids don't live with her - they live with her parents - she blows the $ on drugs....

Basically what it comes down to in this type situation, unless her parents are complaining and willing to take her to court for child support there isnt a whole lot you can do.
I am sorry, I know this isnt what you wanted to hear.

I am going through this now and the courts do not care about the drugs just the money
