My response:
While the "right" thing to do would be to give the money to the parent that has the child, the "legal" thing to do is to keep the money until such time as the orders are changed - - and that would be the responsibility of the obligor parent (the one who's paycheck is being garnished).
But, let's be fair about this matter. Remember, after the expenses are paid that you talk about, and you keep the money all because the orders haven't changed, just remember what goes around comes around. In other words, a judge will not look favorably upon what you're doing. But, it's up to you - - just remember that someday, a judge will be looking at what you're doing today.
