Collection Agencies

I live in Oklahoma and have received a letter from a collection agencies about a bill at a local hospital from the year of 1994 and i have never have been notified of the bill until 11/00 this was put on my credit report only because i was never notified of the bill can they do this and do i have to pay the bill
