Custody of Emancipation person

My Nephew is in Adult Education Program, however he was in Special Ed. program. He is currently 19 yrs of age. I his aunt have obtained his school records and found a lot of deficiences. A SST meeting was held 12-8-99 for re-entry into Special Ed., whereas he was denied based on previous findings from Special Ed. recommendations. Since I'm not the custodial parent and the sister to the custodial mother how do I obtain temporary custodian or representation of this adult person to follows through w/all the issues. This person was previous in the Special Ed. Program and records indicate no affirmed reason as to why he can out of Special Ed. program. This issue is in the state of Savannah, GA.
