My job offers health benefits for my domestic partner. However we have a problem. He is finishing his last semester of college in another state (PA). While I am in Vermont. He lives with me at break and his permanment address is my house. Can I still qualify even though on eo of the requirement is that we live together. We meet all other qulaification.

You need to discuss this with your insurance company. If they she he should live in that house a certain number of days and he does not, then no you do not qualify.
