estranged husband getting away with not paying any bills

my daughter is seeking a divorce from an abusive husband. they each have an attorney - my daughter is using legal aide. every where she turns she seems to get the shaft. so far he is not responsible for any of the marital bills in any way. he is trying to force her to sell the marital home which has a mortgage and a second mortgage. what she is asking is for him to pay 1/2 of the 2nd mortgage and his half of the rest of the bills. she has 2 little girls and to move would be a great hardship. he does pay child support but has taken a lesser paying job to try and get that reduced. her mortgage payment is $158.00 - she cannot rent for that and all she is asking for is $160.00, his 1/2 of the bills and child support. can he continue to not pay any bills and take the home away from her and the girls? and yes the lawyers are aware of all of this. any insight would be greatly appreciated. thank you.
